By William L. Watts LONDON (MarketWatch) -- The Frankfurt-based European Central Bank on Thursday cut its key lending rate by half of a percentage point to 3.25%. Earlier Thursday, Bank of England slashed its key rate by an unexpected 1.5 percentage points to 3%.
