(AGI) Singapore - Oil quotations are rather flat on Asian markets. Investors are cautious while awaiting the results of the stress tests on European banks and consequently to Standard & Poor's threat to lower the rating of the USA. London's Brent crude drops 27 cents to 115.99 Dollars a barrel while New York's WTI Light Crude gains 9 cents to 95.78 Dollars a barrel.
