SINGAPORE--The Singapore dollar was lower against the U.S. dollar late Thursday in Asia, though it pared some of its earlier losses, as markets positioned for a much-anticipated announcement from the European Central Bank that many analysts expect will spell out new steps to revive the euro-zone economies.
