NEW YORK (MarketWatch) -- Treasury prices were marginally lower on Tuesday, sending yields slightly higher, as data showed a decline in housing starts in March but a rise in building permits. Yields on the benchmark 10-year Treasury note 10_YEAR +1.31% gained 1 basis point to 1.997%.
